New Jersey Awards Statewide Sex Offender Monitoring Contract
iSECUREtrac Corp. announced today it has been awarded a statewide sex offender monitoring contract by the State of New Jersey.
iSECUREtrac will deploy its Global Positioning Satellite (GPS) monitoring systems in a pilot program conducted by the New Jersey State Parole Board to monitor sex offenders pursuant to recently passed legislation (S-1889; Public Law 2005, c.189). The State Parole Board has approximately 14,000 offenders under supervision, 2,600 of which are subject to lifetime supervision.
"We look forward to providing GPS solutions that meet the needs of the State of New Jersey," said Peter Michel, president and CEO of iSECUREtrac Corp. "Our systems provide a rich source of data and advanced functionality to assist the state in better monitoring the location and movements of these high risk offenders."
The three-year, $12 million pilot program (reference http://www.state.nj.us/cgi-bin/treas/purchase/awards.pl) is scheduled to include 210 "Tier 3" sex offenders in its initial phase of operation, with plans to expand the program to include additional sex offenders and other high risk individuals under community supervision.
The New Jersey State Parole Board will be using both active and passive monitoring. Active GPS monitoring provides location data in real time, while passive tracking provides daily location reports of the offender’s movements.
iSECUREtrac’s monitoring center will provide movement and location information to the State Parole Board, where specially trained board personnel will examine the data for any supervisory violations or other non-compliance offenses.
Board personnel will report to the Parole’s Sex Offender Management Unit for follow-up investigation and response. The system will also provide a tool for criminal investigators seeking to either place an offender at or near the scene of a crime or to rule out an offender as a possible suspect.

SiRF’s Multimode Location Platform Promises to Boost LBS Availability, Revenues.
SiRF Technology Holdings, Inc. and Skyhook Wireless, Inc. today announced that SiRF has licensed the Wi-Fi Positioning System (WPS) in order to create a single positioning system for wireless carriers that combines the best of both GPS and Wi-Fi technologies.
This system, which is scheduled for release as part of SiRF’s Multimode Location Platform later this year, promises to boost the availability and adoption of location-based services. The two companies will present a demonstration of the new hybrid GPS-WiFi location technology at the 3GSM World Congress 2007 being held February 12-15 in Barcelona, Spain.
The technology will be applied to special client software from SiRF for mobile handsets that synthesizes GPS and Wi-Fi measurements as well as to SiRF’s SiRFLoc Server to enable it to establish precise positioning from these measurements. As handset makers roll out a new generation of Wi-Fi-enabled mobile phones to enhance both data and voice communications, the SiRF-Skyhook hybrid technology will leverage this hardware ecosystem to provide greatly enhanced positioning availability and accuracy for location-based services. Using this new technology, carriers can boost their revenues by offering enhanced location-based services that are easier to use, handset makers can better differentiate their products, and application developers can create exciting new services that work anywhere, even when GPS signals are not present. The system will benefit consumers by enabling them to more quickly and reliably perform tasks such as planning a trip, finding friends nearby or locating the closest ATM machine.
