New Jersey Awards Statewide Sex Offender Monitoring Contract

iSECUREtrac Corp. announced today it has been awarded a statewide sex offender monitoring contract by the State of New Jersey.

iSECUREtrac will deploy its Global Positioning Satellite (GPS) monitoring systems in a pilot program conducted by the New Jersey State Parole Board to monitor sex offenders pursuant to recently passed legislation (S-1889; Public Law 2005, c.189). The State Parole Board has approximately 14,000 offenders under supervision, 2,600 of which are subject to lifetime supervision.

"Our systems provide a rich source of data and advanced functionality to assist the state in better monitoring the location and movements of these high risk offenders."

The three-year, $12 million pilot program (reference http://www.state.nj.us/cgi-bin/treas/purchase/awards.pl) is scheduled to include 210 "Tier 3" sex offenders in its initial phase of operation, with plans to expand the program to include additional sex offenders and other high risk individuals under community supervision.

The New Jersey State Parole Board will be using both active and passive monitoring. Active GPS monitoring provides location data in real time, while passive tracking provides daily location reports of the offender’s movements.

iSECUREtrac’s monitoring center will provide movement and location information to the State Parole Board, where specially trained board personnel will examine the data for any supervisory violations or other non-compliance offenses.

Board personnel will report to the Parole’s Sex Offender Management Unit for follow-up investigation and response. The system will also provide a tool for criminal investigators seeking to either place an offender at or near the scene of a crime or to rule out an offender as a possible suspect.

Alanco Technologies reports that it has completed its acquisition of StarTrak Systems. Startrak is the leading provider of GPS tracking for refrigerated trailers.

The transaction was valued at $20 million, including StarkTrak’s liabilities. Alanaco says that Startrak currently has sales of more than $1 million per month with a backlog of $13 million. Alanco’s principal product is TSI Prism, an RFID wireless system for area security and personnel monitoring. To date, Alanco’s focus has been on the corrections system. TSI Prism enables real-time inmate and officer identification in prison.

iSECUREtrac Corp., the industry leader in GPS-based offender monitoring solutions and related wireless technologies, introduced its next generation GPS monitoring solution at the American Probation and Parole Association’s 31st Annual Training Institute in Chicago.

Since 2001, iSECUREtrac has been insuring public safety and offender compliance with the latest innovations in tracking technology. The company’s new iSECUREtrac System 5000 introduces several new and unique features using advanced tamper-resistant and highly-durable components. At the heart of the system is the world’s smallest and lightest integrated GPS offender monitoring device, which has been reduced to approximately the size of an Apple iPod.

Usually worn on the waist, the monitoring device is electronically tethered to IntelliCuff, the industry’s only “intelligent” locking ankle bracelet. If an offender wearing IntelliCuff nears the range limit of the monitoring device, IntelliCuff receives a signal from the monitoring device that triggers a vibrating alarm. This alarm ensures that the wearer will not accidentally leave the monitoring device at home or in the car.

There are several ways the System 5000 lightens the workload for law enforcement and corrections officers. For example, system start-up is quicker and more convenient because the System 5000 uses a menu driven application that can be initiated anywhere, paused, and then completed at another time or location. The System 5000 also supports multiple modes of direct offender communication including text, vibration, beeper, and voice — all of which simplifies and expedites responses to monitored violations. The patent pending IntelliCuff incorporates an easily adjustable one-size-fits feature that saves the agent or officer considerable time when adding individuals to the program.

This contract is pursuant to the award by the Nova Scotia Justice Department to Mammoth of Canada’s first major GPS offender monitoring initiative following a long period of intense competitive analysis and system testing. These contracts are with corrections agencies in Indiana, New York, Ohio, Alabama, and Nebraska and two in Kentucky. This culminates the signing of a total of 14 new contracts primarily in the fourth quarter of 2005 for GPS offender monitoring or automated remote testing for an offender’s alcohol consumption. These wins follow the major state contract win in Florida at the beginning of the fourth quarter of 2005.
