	<p>The U.S. Supreme Court will be weighing on how far the government can go in using technology to track its citizens. </p>&#13;
<p>The case, to be heard this November, involves whether police and prosecutors in Washington state needed a warrant to attach a GPS tracking device to a suspect's car. </p>&#13;
<p>Lower courts have been divided in their rulings on the issue. </p>&#13;
<p>One law professor told the <em>New York Times</em> that the case requires the Supreme Court to decide whether modern technology has turned law enforcement into Big Brother - able to monitor and record every move citizens make outside their homes. </p>&#13;
<p>In a lower appeals court ruling last year, a three-judge panel said that the government was simply seeking too much information. </p>&#13;
<p>"Repeated visits to a church, a gym, a bar or a bookie tell a story not told by any single visit, as does one's not visiting any of those places in the course of a month," wrote Judge Douglas H. Ginsburg, on the U.S. Court of Appeals for the District of Columbia Circuit. </p>&#13;
<p>He added: "A person who knows all of another's travel can deduce whether he is a weekly churchgoer, a heavy drinker, a regular at the gym, an unfaithful husband, an outpatient receiving medical treatment, an associate of particular individuals or political groups - and not just one such fact about a person, but all such facts." </p>&#13;
<p>Some judges say the world of institutionalized mass surveillance is quickly approaching. </p>&#13;

					 According to this study, 30% of free text searches are around transportation (such as “train station“, “airport“, “Petrol“, “Total“, etc...) 18% are around food (i.e. “restaurant“, “McDonalds“, “KFC“, “Burger King“, “Sushi“, ...), 15% are around grocery shopping (for example “ASDA“, “LIDL“, “ALDI“, “Carrefour“, “Auchan“) and 12% are around shopping and fun. &#13;					 </p><p>

				THERE are growing fears that Happy Feet, the emperor penguin who shot to global fame after washing up on a New Zealand beach, may have been eaten following his release into the Southern Ocean.

		<p>The juvenile penguin was released eight days ago, with a GPS tracking device attached to him to report back on his whereabouts.</p><p>But there have been no signals from Happy Feet's tracker - set to transmit when he breaks the surface of the water - since Friday.</p><p>His last known position was 52 degrees south and 170 degrees east at 8:11pm New Zealand time on Friday, <em>The Dominion Post</em> reported.</p><p>While it is possible the device fell off and is sitting at the bottom of the ocean as Happy Feet continues his safe journey back to his native waters, there is also the chance he met his end as a larger creature's lunch, experts said.</p><p>Emperor penguins have many predators, including seals and orcas.</p>

		<p>Sirtrack, the company behind the penguin's transmitter, told the <em>New Zealand Herald</em> the lack of signal "leads to the conclusion that either the satellite transmitter has detached or an unknown event has prevented Happy Feet from resurfacing."</p><p>A spokesman from Sirtrack said there was a chance the bird had been eaten, saying: "That's what makes the world go round."</p><p>Happy Feet - named after the smash-hit 2006 animated feature about a tap-dancing emperor chick - was critically ill when found on a North Island beach with a stomach full of sand and sticks, which rescuers believe he had mistaken for snow and fish.</p><p>Given a 50 percent chance of survival, he underwent four surgeries at Wellington Zoo and spent two months being rehabilitated before he was released back into the wild.</p><p>An international treaty prevented authorities from returning the penguin directly to Antarctica, so he was released in an area where other juvenile emperor penguins are this time of year.<br /> </p>

					 Feature phone shipments were down 29% to 20.4 million units in 2Q11, while smartphone shipments increased 48% to 21.8 million units from a year ago. &#13;					 </p><p>
					 The total Western European mobile phone market, however, declined 3% year on year to 42.2 million units in the quarter, according to IDC’s latest European Mobile Phone Tracker.

<p>With an infusion of $1.25 million, <strong>Shepherd Intelligent Systems LLC</strong> in Ann Arbor is aggressively rolling out its proprietary software system that uses GPS-enabled smartphones as tracking devices for bus systems, limousine services and taxicab and shuttle service companies across the country. </p><p>Shepherd's software allows riders using any type of cellphone to get predictions as accurate as 30 seconds from the actual arrival time of the bus or taxi. </p><p>Transportation services can use smartphones as inexpensive tracking systems for their fleets, updating vehicle location data every two seconds to help plan routes better and train drivers how to conserve fuel, said Shepherd CEO and co-founder Adrian Fortino.  </p><p>Shepherd, created two years ago from research at the <strong>University of Michigan</strong>, posted about $250,000 in revenue last year from fixed fees it charges businesses based on their fleet sizes. The company has seven full-time employees including Fortino's partner and the company's chief technology officer, Jahan Khanna. Fortino expects to hire this year to expand the sales and marketing force. </p><p>Shepherd's software is used by customers including UM and <strong>Golden Limousine</strong> in Ann Arbor, <strong>Indiana University-Purdue University</strong><br /><strong>Indianapolis</strong> and <strong>Crystal Transport</strong> in Boston. </p><p>About 85 percent of UM bus riders have used the Shepherd Intelligent system in some form over the past year, Fortino said. Riders do not need smartphones to access the system -- arrival times can be sent by text message to any cellphone automatically.  </p><p>An average of about 16,000 text messages have been sent weekly at UM, Fortino said. </p><p>He said his company's system differs significantly from fleet management such as <strong>C.J. Hood Co. Inc.</strong>'s automatic vehicle location system, because Shepherd's does not rely on dedicated hardware to track vehicles. 			<content:encoded><![CDATA[<div><div class="new_fs14 lh18 new_ff1" style="color:#414141" readability="30"> <p>Jaipur: Passengers travelling on the state roadways buses of Rajasthan will now be on government radar round-the-clock. </p><p>To ensure completely safe travel on buses connecting with other states, particularly in the era of growing road mishaps and anti-national elements targeting transport modes, the Rajasthan State Road Transport Corporation (RSRTC) is going for GPS-tracking system to keep a sustained eye on its 1500-odd buses. </p><p>The Global Positioning System (GPS) based tracking system is likely to be place in these buses connecting with 11 states and Chandigarh union territory (UT) by December this year. "Bids have been invited for the ambitious vehicle tracking project and the company which will perform the task will be finalized by this month end," RSRTC CMD Dr Manjit Singh informed. </p><p>The new system which is likely to be in place by this year end is targeted at reducing leakages in system, besides minimising accidents, through round-the-clock meticulous tracking of RSRTC buses connecting with other states. Also, the system is aimed at checking various irregularities in buses both at the point of drivers and conductors, thus ensuring punctuality of buses and revenue from ticket sales is not affected by errant drivers-conductors. </p><p>Similar tracking system is operating on buses in Bangalore, besides in the air-conditioned buses in Punjab and Delhi, but RSRTC has decided to go for more extensive tracking of its fleet, by putting under GPS-radar all its buses connecting with other states, including Uttarakhand, UP, Punjab, Harayana, Himachal Pradesh, Gujarat, Madhya Pradesh, Delhi and UT of Chandigarh. </p><p>The system, which will be operated through a Centralised Control Room in Jaipur, will not only help in tracking the buses physically, but also aid the Corporation in keeping a tab on number of passengers in its inter-state buses. </p><p>"Not only the buses will be tracked physically, but also the Electronic Ticketing machines with the conductors will be on GPS-tracking system," RSRTC official spokesperson Sudhir Bhati said. RSRTC officials hope once the new vehicle tracking system starts functioning it will also aid better fleet/vehicle utilisation of inter-state buses. <p><span class="dateline">NAPLES</span> —
Late on a mid-July night, Frank Rabbito received a telephone call from a frantic mother whose daughter was two hours late returning from Miami.</p>

<p>“She said she was supposed to be home,” Rabbito said. “She wasn’t answering her phone.”</p>

<p>The girl’s mother recalled that her daughter had just signed up for a trial membership to Rabbito’s new website, LocateURcell.com, which promises to find people, young and old, by tracking their cell phone. Within minutes — after answering some basic security questions — Rabbito said he was able to track the girl’s cell phone to Alligator Alley.</p>

<p>Turns out, she had run out of gas.</p>

<p>“There’s no lights. It’s dark. She was in a dead cell zone,” Rabbito said. “It was one of those flukes. You get caught in one of those Catch-22s where everything that could go wrong went wrong.</p>

<p>“She was scared, but she was OK.”</p>

<p>Rabbito, who lives in Naples, launched the website in mid-July. The goal, he said, is not to make money — he’s made enough as president of Ashley Norman Associates, which specializes in corporate background checks — but rather to help find people when they are lost and vulnerable.</p>

<p>The idea for the product came to Rabitto one night when he was sitting with his wife, drinking wine and discussing the news. In particular, they were talking about silver alerts — public notifications for missing seniors.</p>

<p>“I said ‘There’s got to be a way to find these people,’” Rabbito said. “I did some investigation. I found that 98 percent of the people in the country have cell phones.”</p>

<p>Rabbito started LocateURcell.com with the help of Dan Grable, a programmer. They negotiated with cell phone carriers for access to their networks.</p>

<p>With AT&amp;T, Sprint and T-Mobile phones, LocateURcell.com utilizes GPS technology to track registered cell phones to within a few feet of their location. With Verizon, they use less-precise cellular triangulation technology.</p>

<p>People can sign up online, and track their registered phones on the company’s website. Login is secure, and the carriers have rigid privacy requirements, Rabbito said.</p>

<p>He’s marketing the product, in part, through charities and nonprofits, which receive 40 percent of the proceeds when they sell a $104 annual subscription — $2 per week — good for two cell phones.</p>

<p>It’s perpetual — the charity keeps getting its 40 percent every year, as long as its customers keep their accounts — and it’s an alternative to selling cookies door-to-door, or holding bake sales.</p>

<p>“No calories,” Rabbito said.</p>

<p>The Naples Youth Soccer Club is slated to be the first organization to raise money by selling the service.</p>

<p>“Money goes back to the club, so that will help with our scholarship fund,” said Bryan Rodrigues, the club’s president.</p>

<p>Although Rabbito developed his website to help find missing people, it can also be used to simply find a missing cell phone.</p>

<p>Corena Salazar of Cedar Park, Texas, first came across Rabbito on the Internet when she was desperately trying to find her iPhone. She had been shopping at a grocery store, and no matter how many times she looked for her phone, it was nowhere to be found.</p>

<p>Her cell phone provider, AT&amp;T, could only tell her whether there was activity on her phone, not where it was.</p>

<p>Rabbito first narrowed the phone’s location down to the color of the buildings, then described the peaks of the building and then said it was in the front of a Walmart near her home, Salazar said.  Armed with this new information she went back to Walmart and an employee pulled each cart apart.</p>

<p>She found her phone, in its gray cover, in the crevasse of a gray cart.</p>

<p>“I think it is very useful,” she said of the service. “My mother gets lost a lot … We need to get her number set up.”</p>

<p>Salazar now has a subscription, but added, “There was no guarantee that I would sign up” when Rabbito helped her.</p>

<p>Rabbito said he’s just trying to break even. If LocateURcell.com turns a profit at the end of the year, he said, he plans to divvy it up between his participating charities.</p>

<p>“That’s the way it should be,” he said. “You get to a point in your life and how much do you need?”</p>

<p>VIOLENT offenders could be forced to wear GPS bracelets that track their every move, as part of a Parliamentary review into domestic violence.</p>

<p>Community Services Minister Pru Goward has tasked an upper house committee to prepare a special inquiry into domestic violence trends in NSW.</p>

<p>The inquiry is investigating various strategies on how to reduce the number of Apprehended Domestic Violence Orders being breached, including the use of GPS bracelets and tougher penalties.</p>

<p>Ankle monitors and GPS tracking have been used by courts overseas for years and earlier this month Queensland’s Department of Corrections announced they will soon be rolling them out for high-risk sex offenders on parole.</p>

<p>The committee will also prepare a report into early intervention strategies to put a stop to domestic violence along with reasons behind the growing number of women being charged with domestic violence.</p>

<p>The inquiry is canvassing domestic violence support groups and victims’ groups.</p>

<p>Committee’s chair, Nationals MP Niall Blair said GPS bracelets for offenders was one of a range of suggestions put to the committee by Ms Goward’s office.</p>

<p>The committee will continue to take submissions from interested organisations and individuals until Friday, September 16 before presenting the report.

	<p>Dangerous immigration offenders including suspected war criminals should be fitted with electronic ankle bracelets so they can be tracked if they're being released into the community, say Canadian police and border officials.</p>&#13;
<p>Police said the monitoring technology is so sophisticated that ankle bracelets are tamper-proof and can contain GPS tracking devices, live three-way communications and programmable "no go'" zones that sounds and alert if a person tries to flee.</p>&#13;
<p>Police and border officers said the devices can be used to target some of the 42,000 immigration violators sought on warrants in Canada, of whom 30 suspected war criminals and 30 foreign hoodlums have been publicly identified by Ottawa through prodding by this very news agency - which has led to 10 fugitives being nabbed.</p>&#13;
<p>Officials of the Canada Border Services Agency (CBSA) said about 20,000 immigration offenders are sought in the Toronto area, with 1,400 of them being hardened criminals.</p>&#13;
<p>Public Safety Minister Vic Toews, who has been spearheading the drive to round up illegal immigrants, said he's in favour of using the technology.</p>&#13;
<p>"I am supportive of the electronic surveillance, but there are some problems with the technology that makes some of the effectiveness of the present devices not particularly effective," Toews said by e-mail.</p>&#13;
<p>Officials of the Canadian Police Association said the devices are a "must-have" for law enforcement.</p>&#13;
<p>"It is a very valuable tool to increase supervision and reduce the likelihood of flight," said a CPA official. "It is also cheaper than keeping someone in custody."</p>&#13;
<p>Police said the gear could have been used to monitor most-wanted criminal</p>&#13;
<p>Walter Ernesto Guzman, 35, of El Salvador, who was nabbed after a nationwide search only to be released by an Immigration and Refugee Board in Montreal, causing a furor because he has a history of violence. He has since been deported.</p>&#13;
<p>The device could also have tracked accused pimp Walford Uriah Steer, 39, a deportee with 76 convictions, who was also the subject of a search, and is being deported for a second time to Jamaica. He was arrested while trying to pimp a 16-year-old girl.</p>&#13;
<p>Ron Moran, president of the Customs and Immigration Union, said he has been lobbying for the use of the monitoring devices for years.</p>&#13;
<p>"Our enforcement officers will be able to monitor high-risk offenders through the tracking devices that (are) widely used in many jurisdictions," said Moran, adding the device can be used on those who have broken the law, have gone underground or are dangerous.</p>&#13;
<p>"These people have given up some of their rights," Moran said. "This will be a great tool for our front-line officers."</p>&#13;
<p>Moran said offenders should be kept in detention as their "layers of appeals" are heard. He said the union has also been calling for improved enforcement measures, including a facial-recognition biometric lookout system at all points of entry.</p>&#13;

Specific routes have been assigned to each mandal. If any mandal's vehicle deviates from this route, an alert will be received by senior traffic officials. Live feeds will be monitored at the traffic control room. "Still cameras can take pictures every 30 seconds and can also use flashes. Data required by cops can be entered into the system," said Singh. The weather-resistant cameras can even be mounted outside the vehicle. "Presently, the cameras are being fitted inside.             <p>So Pima County is installing GPS tracking devices on all of its
vehicles to keep tabs on drivers. But on the Internet, anyone can
buy a personal privacy device for as little as $30 that will jam
GPS.</p>&#13;
        &#13;
            <p>Although the jamming devices are illegal, the escalation of
their use has raised the issue of them being a threat of national
security.</p>&#13;
        &#13;
&#13;





<p>Most phone cell towers use GPS for synchronization and jamming
devices left entire neighborhoods in New York without cell service,
including emergency service providers.</p><p>Airports are also installing GPS as part of new aircraft
approach and landing navigation systems and it took officials
months to locate a jammer that periodically rendered a system
useless at an airport in New Jersey.</p><p>Pima County might be advised to also include a policy of severe
repercussions to any employee found using a jamming device.</p>&#13;

The virus is carried by the bats, known as flying foxes, but can be passed on to horses, probably through the ingestion of bat waste or birth cleanings.<p>

More than 20 cases of Hendra have been reported in horses in Queensland and New South Wales since June. In all cases, the horses either died or were euthanised.</p><p>

Queensland scientists, in what is an Australian first, are fitting the bats with GPS data loggers in an effort to find out where they are going and what they're up to. </p><p>

Queensland's agriculture minister, Tim Mulherin, said the technology was being used as part of a range of ongoing Hendra Virus research in the state. </p><p>

"When attached to a flying fox, the GPS data loggers tell us whether the bat is feeding, sleeping or flying, and where it is flying to,"  Mulherin said. </p><p>

"This will help us better understand movement between colonies, which in turn helps modeling when looking at the spread of Hendra virus between bat populations. </p><p>

"By researching flying fox movements we can provide a clearer picture of why there are more confirmed cases of Hendra virus in some years and during certain months. </p><p>

"This technology will allow us to measure movement to a very fine degree over a period of weeks, to build up a detailed picture of animal movements at a regional level," he said. </p><p>

"We acknowledge there is much more research needed to understand the virus." </p><p>

The state government, he said, was providing the funding needed for scientists to accelerate research. </p><p>

"This ongoing Hendra virus research builds on our knowledge that bats are a natural reservoir for the virus and its presence is widespread but fluctuates throughout their populations. </p><p>

"Each incident we deal with helps increase our knowledge base about this disease. </p><p>

"We need to ensure we are working toward a safer environment for horse owners, vets and the community. </p><p>

"Using cutting-edge technology such as these GPS data loggers helps us to achieve this goal," he said. </p><p>

Queensland scientists have previously used the technology overseas while co-leading flying fox movement behaviour research for the United Nations Food and Agriculture Organisation in The Philippines. </p><p>

Current Hendra Virus research includes: </p><p>

			<content:encoded><![CDATA[<div><div readability="7">Don't get us wrong--we're all for equipping our law enforcement agencies with <a href="http://translogic.aolautos.com/2011/05/23/translogic-55-lapd-chevy-caprice-ppv/">the latest technology to catch the bad guys</a>, but we also value our constitutional rights to privacy and protection from unreasonable search and seizure. And, frankly, the notion of being unwittingly monitored by anyone with the means to a GPS tracking device and access to your ride is just plain creepy.<p>
We're not the only ones who feel conflicted. The Supreme Court has <a href="http://www.reuters.com/article/2011/06/27/us-usa-police-gps-idUSTRE75Q48X20110627">agreed to hear an Obama administration appeal</a> of the overturned ruling in the case of <a href="http://en.wikipedia.org/wiki/United_States_v._Antoine_Jones">Antoine Jones</a>. In 2008 Jones was convicted of operating a cocaine ring based on evidence gathered via a GPS device that police used to track his Jeep. A federal appeals court dismissed the conviction, arguing that police had violated Jones' <a href="http://en.wikipedia.org/wiki/Fourth_Amendment_to_the_United_States_Constitution">4th Amendment</a> rights by installing the device without a search warrant. There are similar cases, however, that have upheld evidence gathered during unwarranted GPS tracking on the basis that citizens cannot have a reasonable expectation of privacy when driving or parking their vehicles in public.</p><p>
Whatever the Supreme Court decides will likely be the final word on warrantless GPS tracking, but in the meantime, if you think your car is being tracked you might want to check for the device in these places:</p><p>

<p><img src="http://www.navigadget.com/wp-content/postimages/2011/09/gps-kayak-thief.jpg" alt="" title="gps-kayak-thief" width="180" height="231" class="rightB" /><br /><span class="inPost"></span>More than a dozen <strong>kayaks</strong> were stolen over the last few weeks from a small business owner at Hopkinton State Park. The owner decided to setup a trap and bought <strong>GPS tracking</strong> devices and hid them inside the kayaks. In the end GPS devices led to the arrest of a 33 year old man with two kayaks still on top of his vehicle. </p>
<p>The owner setup the device so that he would get email alerts when the GPS tracking device was moved. He sure got an email Monday night and reported the theft to the police. Police staked out where the vehicle was parked, waited for him to get into his vehicle and arrested him minutes later.</p>

Tubbs, was arrested in Omaha on Tuesday, September 6th, 2011. Tubbs, who was on parole, was required to wear an ankle bracelet equipped with GPS tracking. When police received word from a young couple that their home had been broken into, the description led parole officers to check Tubb’s ankle monitor which showed him at the couple’s address when the crime was committed.</p>
<p>Tubbs and an accomplice were arrested the day after the incident near 106th and Blondo. Prior to receiving his parole, Tubbs had been in prison almost two years for attempted robbery, use of a weapon to commit a felony, and terroristic threats. After this latest incident, he is facing two counts of robbery, use of a weapon to commit a felony, and possession of a weapon by a prohibited person.</p>

The NOAA is concerned LightSquared could hinder a satellite system that increases hurricane tracking accuracy.</p><p>The NOAA would have difficulty blocking LightSquared interference, said the agency's deputy undersecretary Mary Glackin, because its GPS satellites are in orbit and can't be modified since they are in space.</p><p>LightSquared is expected to insist to Congress that its service can co-exist with current GPS systems and can prove its system's safety.</p><p>Today's testimony may affect Federal Communications Commission's approval process of LightSquared's service. Last month, the <a href="http://www.mobiledia.com/news/102324.html">FCC said it would ban</a> the satellite provider from operating in the U.S. if LightSquared's signals prove to interfere with aviation GPS systems.</p><p>"We're not going to do anything that creates problems for GPS safety and service as we explore technical solutions that will both protect GPS and allow a new service to launch," FCC Chairman Julius Genachowski said.</p><p>Meanwhile, the Congressional hearings -- plus the federal concerns -- may put a hold on LightSquared's massive expansion plans. LightSquared intends to invest $14 billion over the next eight years to build a national high-speed wireless network with approximately 40,000 antennas. The company plans to sell wholesale wireless services to companies that would then resell the service under their own brand names.</p><p>LightSquared would use airwaves previously reserved mainly for satellites, but federal agencies say GPS systems also use those airwaves for planes, boats and more.</p><p>LightSquared has proposed using only part of the airwave spectrum that GPS systems don't use, which may alleviate interference concerns for more than 99 percent of all GPS receivers, according to the company.</p><p>If its signals do interfere with GPS systems, a probable ban by the FCC of LightSquared's service may hurt Sprint as well.</p><p>In July, the company <a href="http://www.mobiledia.com/news/100305.html"> agreed to pay Sprint $9 billion</a> in cash for hosting the wireless company's spectrum and network services. Sprint would also get $4.5 billion in credits to help pay for acquiring half of LightSquared's LTE capability.</p><p>But without FCC approval, that LTE service might not be available to Sprint, scuttling the deal. LightSquared owner Philip Falcone, who blames rivals AT&amp;T, Verizon and the FCC for stalling the Sprint deal, says the FCC is at fault over the GPS issue, not LightSquared.</p><p>"They didn't put the proper filtering on their devices. They are leaking into our highway. We're not interfering with them. They're interfering with us," he said.

					 This week at IFA, the German consumer electronics trade show, German CE and computer maker Medion was showing off its first Android smartphone.&#13;					 <p>
					 Despite the presence of the free Google maps navigation the German company has embedded its own navigation software, the GoPal navigator app that includes NAVTEQ  on-board maps for Germany, Switzerland and Austria.&#13;					 </p><p>

Offering a similar mix of   monitoring, logging and statistics to applications like Sports Tracker,  can  Trimble Outdoor's client match one of my long term favourites? In  terms of  function, yes, but the form is lacking.</p></span>

                    <p>AllSport tracks where you've been while exercising - great for the runners  and cyclists out there, but maybe not for weightlifters. Keeping track of your  routine each day, and with a weekly breakdown, you can stop kidding yourself  about what you've been doing and work on facts, not your fiction.</p>&#13;
<p>I've been using my smartphone for tracking my bike riding round Edinburgh for  the last few months, and I'm pleased to say that there's very little AllSport  won't do.</p>&#13;
<p>Edinburgh is not the easiest of cities for GPS - with high brick built  tenement blocks, dark alleys, bricked up viaducts and converted train tunnels  for paths, it's very easy to lose the "lock" on the satellites. How does  AllSport cope with this? Pretty well. You get an audible tone when the signal is  lost, and a nice chirp when it returns - and that return happens pretty quickly,  just moments after emerging from a tunnel, for example.</p>&#13;

<p>Yes, I know that the GPS is in the phone, but processing the information and  doing stuff with it is up to the application, and that needs to work as well as  the hardware.</p>&#13;
<p>Recording your exercise activity is a simple matter of choosing one of the  activities on the main menu - I can't see a way to define your own, so fingers  crossed you can cope with "running, walking, road biking, mountain biking or  board/ski". That takes you to the main screen, showing time, pace, energy used  (in calories, not in Steve's favourite "Mars Bars" unit) and tabs along the top  to call up the rolling map display, lap times, and a history of your  elevation.</p>&#13;
<p>Controls to start the clock, pause it and finish your exercise, are under the  Options menu, along with various extra fields you can add to this statistics tab  depending on your information preference. Adding your current direction might be  a bit twee, but I can see the need for a lap counter while running, the amount  of time you have spent at rest, or the previous lap time. AllSport is nothing  but configurable in terms of information displayed.</p>&#13;
<p>And that's before you look at the nifty moving map, giving you a bird's eye  view of where you are.</p>&#13;
<p>It's just that due to the nature of the code (Java) it all looks a bit Mickey  Mouse. There's no flair to the information, there's no pride or pixel perfection  on show. I've no doubt that, because of the cross-platform nature of AllSport, there has to be a compromise, but the basic look of the  application doesn't match up with the depth that it offers.</p>&#13;

<p>The question that is raised by AllSportGPS is a simple one. Why use this over  Sports Tracker? For me, the benefits of an exercise tracker on my smartphone is  to lend it a touch of 'gameification', to appeal to that part of me that wants to  keep beating a high score, or not slipping below last week's rolling average.  Neither SportsTracker or AllSport deliver that (you might recall that I use the  Wellness Diary to do this).</p>&#13;
<p>But SportsTracker looks far nicer. Yes, the numbers are the same, and the data  pulled from the GPS is going to be the same, but SportsTracker is nicer to look  at, nicer to use, and I'm more inclined to fiddle with it just because of that.  Shallow, yes, but that makes me want to exercise more. That's enough to demote  AllSport, but that's a <em>very</em> personal opinion, and your mileage will  definitely vary.</p>&#13;
<p>If you're after an exercise tracker, grab the lite version of AllSport and see how you  get on. Functionally it works, but the emotional connection is going to be more  important. It may be that you switch to it, it may be you stay with what you are  currently using. Find out if it fits you, because ultimately you need a good fit  to keep yourself motivated.</p>&#13;

    <p>LightSquared's battle with federal agencies over GPS interference concerns continues, and federal officials plan to tell a congressional committee that the company's proposed wholesale LTE network will harm hurricane tracking.</p>
<p>According to testimony obtained by <em>Bloomberg</em>, officials from the National Oceanic and Atmospheric Administration, the Transportation Department and a federal advisory body plan to testify that LightSquared's planned network will interfere with precision GPS systems for the tracking. "We support further testing of LightSquared's proposal," Mary Glackin, a deputy under secretary at NOAA, will say in the testimony before the House Committee on Science, Space and Technology.</p>
<p>LightSquared is prepared to argue that its terrestrial network and GPS can coexist. GPS device makers have argued that LightSquared's network will cause harmful interference, especially to precision GPS devices. LightSquared, in turn, has blamed the GPS industry for not complying with GPS receiver filtering standards from the Department of Defense, an argument the GPS industry has rejected as misleading.</p>
<p>FCC officials said in August they have no timetable for evaluating LightSquared's revised network deployment proposal, and that finding a solution that protects GPS is a top priority. They said more testing may be needed, but declined to say how long that might take. </p>
<p>A report issued in June that was commissioned by the FCC found LightSquared's initial LTE network design interfered with GPS signals. In response, LightSquared released a revised network design, which uses the the lower 10 MHz of its L-Band spectrum and would create more of a buffer between LightSquared's spectrum and the spectrum used by GPS.</p>
<p>Anthony Russo, director of the National Coordination Office for Space-Based Positioning, Navigation and Timing, which coordinates federal agencies' interest in GPS, will say in testimony that more study of LightSquared's revised plan is needed, especially for the effect on precision GPS devices. The company "should not be allowed to commence commercial operations until the identified problems are resolved," he said.</p>
<p>LightSquared signed  a 15-year, $9 billion network-hosting deal with Sprint Nextel (<a href="http://www.fiercewireless.com/tags/Sprint">NYSE:S</a>) in late July, but the deal is contingent on LightSquared getting FCC approval to operate its network. </p>

<p>Pew did not speculate about the other 45%, but I found this to be a very interesting statistic. One of the problems with a smartphone GPS system is that it can be unreliable when you are unable to get a cell phone signal. So those who can afford a smartphone may also be willing and able to spend the cash on a better and more reliable GPS navigation system. Perhaps, the remaining 45% of people who can afford a smartphone either have a handheld GPS device, such as a Garmin Nuvi, or their vehicle has a factory-installed GPS navigation system.<span id="more-14121"></span></p>
<p>Fully 83% of all American adults ages 18 and older own a cell phone, a number that has remained relatively steady since mid-2008. Of these cell phone owners, 42% own a smartphone, which translates to 35% of all adults. Almost six in ten (58%) of these smartphone owners use a geosocial or a location-based information service of some kind.</p>
<p>More than a quarter of all American adults—28%—use mobile or social location-based services of some kind. This includes anyone who takes part in one or more of the following activities:</p>
<p>* 28% of cell owners use phones to get directions or recommendations based on their current location—that works out to 23% of all adults.<br />
 * A much smaller number (5% of cell owners, equaling 4% of all adults) use their phones to check in to locations using geosocial services such as Foursquare or Gowalla. Smartphone owners are especially likely to use these services on their phones.<br />
 * 9% of internet users set up social media services such as Facebook, Twitter, or LinkedIn so that their location is automatically included in their posts on those services. That works out to 7% of all adults.</p>
<p>Taken together, 28% of U.S. adults do at least one of these activities either online or using their mobile phones—and many users do several of them.</p>
<p>Cellphones may be capable of pinpointing your location using a GPS system or cell tower triangulation, but a new study says few American adults are interested in sharing their current location on services such as Foursquare and Gowalla. According to Pew, only 12% of smartphone owners have used such services. Such slow market gains may be why Facebook recently discontinued Facebook Places, a check-in service launched just last year. Facebook users can now opt to tag status updates with their location, a feature Twitter also offers.</p>

  <p>In trying to obtain Freedom of Information Act data about the practice, the ACLU found itself blocked by the Justice Dept.  The reason:  DOJ believed that disclosure of the cases where warrantless GPS tracking was used, would violate the privacy of the suspect, especially if that suspect turned out not being guilty in the first place.</p>

<p>In other words, giving the ACLU enough data for it to ascertain the circumstances in which GPS tracking was used by law enforcement against innocent civilians, could harm innocent civilians.</p>

<p>Yesterday, a three-judge panel of the D.C. Circuit Court of Appeals issued a ruling that essentially re-opens the question, with a partial remand back to the lower court.  The ruling essentially upholds the lower court's finding that the Justice Dept. should turn over data regarding instances of GPS tracking of suspects, in cases where suspects eventually pled guilty or were convicted.  The judges' logic:  Since convictions and guilty pleas are public knowledge anyway, revealing the bits of data that link those results to the investigative methods used would not cause greater than negligible harm.</p>

<p>The judges seemed to side with rights groups, ironically by saying the DOJ's concern about protecting the rights of the accused may be overblown.  This time it's the rights groups that want to know the identities of the cases involved, if not the parties' names themselves; and this time it's the DOJ that's on the side of protecting that information.  The judges cited prior cases that established a clear distinction between the government exposing a suspect's entire rap sheet, and instead disclosing bits of data that a diligent researcher (if he were interested) could compile to produce a whole rap sheet.</p>

<p>It's the bits of data versus the whole data.  If this is beginning to sound familiar - like the argument over whether disclosing a user's IP address is <a href="http://betanews.com/2008/07/03/is-the-latest-youtube-court-ruling-really-a-privacy-concern/">the same as disclosing his name</a> - it should.  Here's a key excerpt from the Appeals Court's ruling yesterday:</p>

<blockquote>"In this case, however, disclosure will reveal only the "bits," not the 'whole.' As already discussed, the most that disclosure is likely to lead to is the fact of a single conviction, not a comprehensive scorecard of a person's entire criminal history across multiple jurisdictions. Nor is there a web of statutory or regulatory policies obscuring that information, nor much expense nor logistical difficulty in gathering it. To the contrary, computerized government services like PACER make it possible to access court filings concerning any federal defendant from the comfort of one's home or office, quite unlike the 'diligent search of courthouse files, county archives, and local police stations throughout the country' that a citizen would have had to undertake to replicate the contents of a rap sheet... In addition, newspapers regularly report on federal prosecutions, and their accounts can easily be found on the Internet. Indeed, by routinely issuing press releases that name the individuals that it has indicted, and then naming them again when they plead guilty or are convicted, the Justice Department has itself made the process infinitely easier.  If someone wants to know whether his neighbor or potential employee has been indicted for, convicted of, or pled guilty to a federal offense, he may well find out by simply entering a Google search for that person's name."</blockquote>

<p>Here, the Appeals Court makes the argument (leaving it at an argument and not really a declaration) that a person's privacy may only be infringed upon if enough neighbors or others were interested enough in that person to do the investigation themselves.  "It is little more than speculation to suggest that friends or associates who did not learn of a conviction at the time it occurred (whether through press accounts, press releases, or other means) will hear of it for the first time merely because the Justice Department releases a list of docket numbers, courts, and case names," the judges write.</p>

<p>The key to this part of the argument is the judges' presumption that a privacy violation takes place when <i>people</i> are given access to PID.  This may go against the contention of rights groups and others that privacy may be violated when a <i>database</i> is populated with PID, before any human beings have even seen it.</p>

<p>If the judges' arguments are given weight, then much of the foundation for current legislation mandating that services such as <a href="http://www.readwriteweb.com/hack/2011/08/google-api-we-ask-end-user-per.php">Google and Facebook explicitly ask their users' permission</a> before PID is disclosed to a Web service, may inadvertently corrode.</p>

<p>Nonetheless, the ACLU late yesterday trumpeted the judges' decision as a victory, since it gives the group access to at least the "bits" without handing over the "whole."  As <a href="http://www.aclu.org/blog/free-speech/aclu-wins-round-battle-against-warrantless-cell-phone-location-tracking">the ACLU's Jay Stanley wrote last night</a>, "Everyone acknowledges that the government has a right to keep the details of <i>particular investigations</i> secret, but when the government adopts <i>whole new policies</i> that affect our society's privacy rights in very broad ways - that is something that should be decided democratically, and that can't happen if we don't even know what's happening."</p>

<p>Conservative leader <strong>Hugh McFadyen</strong> pledged Wednesday to create a program that would monitor dangerous sex offenders after they’re released back into the community from incarceration.</p>
<p>Speaking at a park in Waverley Heights, McFadyen said the around-the-block monitoring would be done with GPS-enabled bracelets. The Conservatives also pledged increased support to the Internet Child Exploitation (ICE) units in Manitoba if elected.</p>
<p>“If the police have no choice but to release these often dangerous offenders, shouldn’t we use all of the tools we have in order to keep track of them?” McFadyen said. “GPS technology has been around for years. Greg Selinger and the NDP have been sitting on the results of a ‘study’ for nearly a year. It’s time to stop dithering and get this moving. Manitoba families deserve action, not delay.”</p>
<p>The Conservatives would also provide the Winnipeg Police Service and RCMP ICE units $1.2 million annually to hire additional officers and forensic technicians.</p>

    						<p>An appeals court ruled the Justice Department must tell people how they track suspects by using cell phone data, reflecting the changing attitude of courts where mobile GPS technology is concerned.</p>
<p>A three-judge U.S. Court of Appeals panel in Washington agreed with a 2010 federal court decision about mobile data use. The courts found the U.S. Department of Justice must reveal cases in which people were convicted on information obtained by cell phone data investigators gathered without a warrant.</p>
<p>The case was just one of several that the American Civil Liberties Union, or ACLU, has filed this year. The ACLU maintains law enforcement and the government violate people’s privacy by accessing cell phone data information.</p>
<p>“I highly doubt that the 90 percent of Americans who carry cell phones thought that when they got cell phone service they were giving up their privacy in their movements,” said Catherine Crump, an ACLU lawyer.</p>
<p>The agency argues that even though prosecutors are using suspects’ GPS location data with a judge’s approval, they’re not getting the information with a warrant providing probable cause.</p>
<p>The government likely will appeal the ruling, either to the full appeals court or to the U.S. Supreme Court. DoJ spokesman Charles Miller said it is reviewing the decision and has not decided whether it will appeal.</p>
<p>As police increasingly use cell phone data location information to track down suspects, the DoJ may not want to lose what it considers an important crime-fighting tool.</p>
<p>According to a Reuters survey, several federal agencies — not just the DoJ — are using data gathered on cell phones. Surveys of several U.S. Attorneys’ offices, the Drug Enforcement Agency and the DoJ show about 255 recent cases in which investigators used mobile data.</p>
<p>Courts are starting to rule against this usage. The ruling may show federal judges beginning to agree that using location data may be an unconstitutional violation of citizens’ privacy. It may also mean judges could start to reject evidence based on information gathered through data without a warrant.</p>
<p>Last month, for example, Judge Nicholas Garaufis of the Eastern District of New York <a href="http://www.mobiledia.com/news/104420.html">rejected a federal agency’s demands</a> ordering Verizon to turn over location data about a suspect’s cell phone. According to the federal Stored Communications Act, law enforcement must show someone’s phone records are material to an ongoing criminal investigation in order to make getting phone information legal.</p>
<p>But Garaufis said releasing the data violates the Constitution’s “probable cause” standard, meaning police need a warrant to search phones.</p>
<p>In another case, police in Maryland wanted a <a href="http://www.mobiledia.com/news/104228.html">warrant to get a suspect’s GPS information</a> so they could track him down through his phone. But a federal judge refused the request, saying police use warrants to gather information to investigate a crime, not to track down a suspect.</p>
<p>These cases may be the most recent concerning location data and crime investigations. But because the ACLU has several more cases pending concerning the use of cellphones to track down suspects, the courts may be busy for years deciding whether people’s right to privacy should come along with the privilege of using mobile devices.</p>

										</p><strong>Apple's Find My iPhone feature led searchers to find a Chilean Air Force airplane that crashed and is believed to have killed 21 people.</strong><p>&#13;
Search and rescue teams were unable to find the airplane, which prompted one of the victims' relatives to try locating them with the Find My iPhone functionality, which uses an iPhone's GPS receiver to track the device's location. According to <em><a href="http://america.infobae.com/notas/32997-Accidente-aereo-en-Chile-un-iPhone-permite-el-hallazgo-de-res">infobae.com</a></em> (<a href="http://gizmodo.com/5837963/airplane-crash-victims-found-at-sea-thanks-to-iphone-signal">via</a> <em>Gizmodo</em>), the relative shared the location data with military officials in charge of the search operation.</p><p>&#13;
"One of the passengers carried (an iPhone). When it fell into the sea, it was located and one of the relatives sent us hat information," the military official reportedly said.</p><p>&#13;
Unfortunately the remains of the CASA 212 vehicle were found with no survivors. Parts from the destroyed plane were found floating in the sea near Tierra Banca and Playa Larga.</p><p>&#13;
The plane was said to have been severely damaged by the crash, with no pieces larger than 20 inches recovered from the crash site thus far. It is unknown how the iPhone managed to broadcast the location of the crash site following the crash.</p><p>&#13;
Poor weather conditions are said to be hampering officials' efforts to recover the victims' bodies from the sea floor. Four have been discovered thus far.</p><p>&#13;

In July, a skydiver dropped his iPhone 4 from his pocket while in freefall. Though the device was damaged, it managed to survive the fall in <a href="http://www.appleinsider.com/articles/11/07/18/iphone_4_survives_13500_foot_fall_from_skydivers_pocket.html">working order</a>, and the skydiver was able to recover the handset by tracking it via GPS.</p><p>&#13;
"It goes to show you if I crash land and need an ambulance, they can still track me down with the GPS," Jarrod McKinney said after the incident.</p>

					 NAVTEQ Media Solution today released some metrics of its location-based advertising campaign for Peugeot that run a few months ago to drive foot traffic to the 428 French dealerships to enjoy a special leasing deal (€299 per month) for the Peugeot RCZ.&#13;					 <p>
					 The click-thru rate for the campaign was 1.25 percent - not huge for LBA but definitely much better than usual mobile campaigns. But post click activity was however quite important with 29 percent of consumers using navigation to find the destination of the nearest dealership.
				 </p></div>

<p>Sometimes it can be hard to get across campus in a reasonable amount of time. But with Cat Tracker for the CATS bus system, riders can see when a bus will arrive.</p>
<p>Cat Tracker is a real-time, GPS-based device, said Chrissie Tune, senior marketing specialist for UK Parkin­­g and Transportion Services. The device allows riders to locate CATS buses.</p>
<p>Anyone with a smartphone, iPhone or Android, can download the app, known as “transloc.”</p>
<p>Those without smartphones can log onto the UK website and track the route or text “UKY” then the bus stop number, which is located on the bus stop sign.</p>
<p>Sarah Perkins, a dietetics senior and Android user, began using the CATS bus because of this tracking program.</p>
<p>“I like the new program because it’s right at my fingertips and can be used at any time,” she said. “Providing the app is one of the best ideas to students because of our technological generation.”</p>
<p>Since Perkins has class at opposite ends of campus on a daily basis, she is able to time exactly when she needs to be somewhere, she said.</p>
<p>The tracking program began this summer and reached up to 3,800 users, Tune said. Just in the month of August, it reached 8,000 users.</p>
<p>Agricultural economics senior Sarah Askin does not have a smartphone but has used the routing system on the website.</p>
<p>“It would be easier to use the program on my phone, but having the ability to use it through the UK website is also nice,”?Askin said. “My classes are far from my house so knowing where the bus will be in 10 minutes is crucial and helps me a lot.”</p>
<p>Since there has already been such a large increase in users, PTS hopes that as the first year for the program goes on, there will be an even bigger increase, Tune said.</p>
<p>“Several folks have commented that it will come in handy on rainy and cold days,”?Tune said.<br />
The initial installation and service start up was $89,000 and there is also a monthly fee of $2,115 for tech support and data, Tune said.</p>
<p>Tune and PTS believe this program will last.</p>
<p>“The number of hits so far is very encouraging,”?Tune said. “PTS views Cat Tracker as an important tool for our bus system. The benefits for using this program include increased communications to our existing riders as well as making the bus system easier to understand for the UK community.”</p>
